In October 2001, HRDE received notification from HUD of a $1,524,500 Section 811 Fund Reservation for the construction of a 19-unit apartment complex for persons with disabilities. This apartment complex is located off High Street in Oak Hill, West Virginia.
In April, 2002, HRDE submitted a Firm Commitment application to the Charleston HUD office. The project cost (land, construction, and development) was $2,220,876, leaving a shortfall of $696,376. To supplement this shortfall, HRDE has submitted a grant request from the Appalachian Regional Commission and the Federal Home Loan Banks of Pittsburgh and Atlanta, with no positive outcomes. HRDE requested, from the Charleston HUD Office, Amendment Funds from the National HUD Office to increase the initial funding allocation of $1,524,500. Initially, HUD's allocation to construct Section 811 projects is extremely insufficient. The Section 811 funding allocation is lower than the Section 202 funding allocation; however, 811 construction costs are greater due to the accommodations that must be provided to disabled persons. HRDE worked with a new Contractor, Grae-Con, in an attempt to lower the construction cost. Additional funding was secured and the project has completed construction.
