The goal of Stanley Technical Institute (STI) was to provide educational and skill development programs that will effectively improve the employability of those who attend. 
STI's objective was to select students who will benefit from vocational guidance and training.  Applicants who met these requirements and had the opportunity for participation in training must also be given the proper support to achieve training. 
 
HRDF felt it was necessary to provide learning experiences that explore objectives related to each student's career goal.  Training objectives must be based upon the understanding that while the effectiveness of learning varies with learning ability; it is also affected by the approach a student takes to the learning activity.  These learning activities should combine reading, observation, and self-directed or group participation in "hands-on application."
