Human Resource Development Foundation, Inc. (HRDF) was incorporated in 1967, as a social arm of the WV AFL-CIO, for the purpose of providing economically disadvantaged West Virginians opportunities for self-sufficiency and improved living conditions. HRDF has an impressive history of developing and implementing local, regional, statewide, and federally sponsored employment and training programs. HRDF provides workforce development activities for dislocated workers and youth across the state.

In accordance with the core belief that empowerment, knowledge, and opportunity are fundamental to self-advancement, Human Resource Development Foundation vows to expand with fresh and innovative approaches to development in economic, education, and social areas of service.
