HRDF’s ability and capacity to operate a successful WBLS program in West Virginia is unparalleled.
HRDF’s 38 years of administering WBLS (formerly OJT) includes 12 years of contracted services for the WV Private Industry Council in 48 counties. HRDF’s placement rate for PICWV services consistently exceeded 90% between 1991 and 1999.
HRDF understands that the workforce today relies on employees who possess flexible skills and can learn quickly and continuously on the job. HRDF participants follow this philosophy. WBLS is intended to enable participants to enter highly skilled occupations that will provide economic stability and self-sufficiency. HRDF believes that by helping individuals attain meaningful employment, business and industry will benefit, which ultimately improves the community.
